<abstract>These data were developed to show which parcels have been included in the 2005 2010 Housing Element, a part of the County General Plan Update. These parcels are in the inventory in accordance with the existing General Plan. For a comprehensive description of the County of San Diego General Plan, and the associated Housing Element, refer to: http://www.sdcounty.ca.gov/pds/generalplan.html </abstract>
<purpose>The purpose of this layer is for planners, property owners and potential developers to be aware if a property or projects they own or are purchasing has been identified by the 2005 2010 Housing Element as a site that is available for multi-family (15 dwelling units/acre and higher) under either the existing General Plan or General Plan Update. These sites have been identified, and a goal for 80% yield has been established. California Department of Housing and Community Development has found the County's Housing Element Update in compliance with state law. The Housing Element Update was adopted by the Board of Supervisors on April 24, 2013. With minor exceptions, changes were limited to the Background Report which has been updated with recent demographic data and analyses and which addresses the County’s ability to meet the State’s new Regional Housing Needs Assessment goals through the County’s Sites Inventory. </purpose>

<attrdef>Assembly Bill 1397 This bill would require the inventory of land to be available for residential development in addition to being suitable for residential development and to include vacant sites and sites that have realistic and demonstrated potential for redevelopment during the planning period to meet the locality’s housing need for a designated income level. By imposing new duties upon local agencies with respect to the housing element of the general plan, this bill would impose a state-mandated local program.
Relisted sites, or sites subject to the AB 1397 ministerial process, are sites that were used to meet the County’s lower-income Regional Housing Needs Assessment (RHNA) as part of the Sixth Housing Element Cycle, and that were also used to meet RHNA during the Fourth and Fifth Housing Element Cycles. In order for the ministerial process to apply, the site must meet the following condition:
• For vacant sites, the site was listed previously in the Fourth AND in the Fifth Housing Element • For non-vacant sites, the site was listed previously in the Fourth OR in the Fifth Housing Element Relisted = by-right = AB 1397 = YES</attrdef>

<idPurp>The County of San Diego (County) is updating the Housing Element for the 2021-2029 planning period (6th Housing Element Cycle), as required by State law. California Government Code (65580 - 65589.11) requires that the County update the Housing Element every eight years. These frequent updates are required because housing is critical to ensure economic prosperity and quality of life in our region. The 2021-2029 Housing Element will include housing-related goals, policies, and programs to address the existing and projected future housing needs of the unincorporated County.
The purpose of this layer is for planners, property owners and potential developers to be aware if a property or projects they own or are purchasing has been identified by the 2005, 2010, 2017, 2021 Housing Element as a site that is available for multi-family (15 dwelling units/acre and higher) under either the existing General Plan or General Plan Update. These sites have been identified, and a goal for 80% yield has been established. California Department of Housing and Community Development has found the County's Housing Element Update in compliance with state law. The Housing Element Update was adopted by the Board of Supervisors on April 24, 2013. With minor exceptions, changes were limited to the Background Report which has been updated with recent demographic data and analyses and which addresses the County’s ability to meet the State’s new Regional Housing Needs Assessment goals through the County’s Sites Inventory. On March 15, 2017 the County Board of Supervisors adopted the 2017 Housing Element Update (Fifth Revision) in compliance with State law.
On July 14, 2021, the County Board of Supervisors adopted the Housing, Safety, and Environmental Justice Elements. With minor exceptions, changes were limited to the Background Report which has been updated with recent demographic data and analyses and which addresses the County’s ability to meet the State’s new Regional Housing Needs Assessment goals through the County’s Sites Inventory. Relisted sites, or sites subject to the AB 1397 ministerial process, are sites that were used to meet the County’s lower-income Regional Housing Needs Assessment (RHNA) as part of the Sixth Housing Element Cycle, and that were also used to meet RHNA during the Fourth and Fifth Housing Element Cycles. In order for the ministerial process to apply, the site must meet the following condition:
• For vacant sites, the site was listed previously in the Furth AND in the Fifth Housing Element • For non-vacant sites, the site was listed previously in the Furth OR in the Fifth Housing Element AB 1397 = YES means Relisted = by-right All updated Housing Element documents can be found at the County’s General Plan page:
