Description: The County of San Diego Department of Planning and Land Use is responsible for the General Plan for the unincorporated areas of the San Diego County . This plan includes the transportation section called the mobility element. The mobility element roads are defined as roads that are used as "corridors for public mobility and access which are planned to meet the needs of the existing and anticipated population of San Diego County." The Mobility Element includes several components including a description of the County’s transportation network, the goals and policies that address the safe and efficient operation, maintenance, and management of the transportation network, and the Mobility Element Network Appendix, which depicts in map and matrix format the location of road network components. The goals and policies strive for a balanced multimodal transportation system with adequate capacity to support the land uses and development patterns in the Land Use Element of this General Plan. The Mobility Element identifies the County road network, much of which currently exists, to be developed in the unincorporated County during the implementation of this General Plan so that future rights?of?way can be preserved for future motorized and non?motorized roadway purposes. This network includes County and State roads that form the backbone of a regional network providing movement within and between communities in the unincorporated County. Interstate highways, as with State roads and highways, are managed and maintained by the California Department of Transportation (Caltrans). While the Mobility Element network map indicates some roadways within city boundaries, the County has no jurisdiction over roads in these cities. When applicable, the Mobility Element road network has been coordinated with adjacent cities to ensure consistency to the extent feasible.

Description: A major component to guiding the physical planning of the County is the Community Development Model. The Community Development Model is implemented by three regional categories—Village, Semi-Rural, and Rural Lands that broadly reflect the different character and land use development goals of the County’s developed areas, its lower-density residential and agricultural areas, and its very low–density or undeveloped rural lands.The Community Development Model directs the highest intensities and greatest mix of uses to Village areas, while directing lower-intensity uses, such as estate-style residential lots and agricultural operations, to Semi-Rural areas. The Semi-Rural category may effectively serve as an edge to the Village, as well as a transition to the lowest density category, Rural Lands, which represents large open space areas where only limited development may occur.
Description: 5257 AIRPORT OVERFLIGHT NOTIFICATION REQUIREMENTSAll owners of properties within an Airport Overflight Notification Area, as shown on an adopted ALUCP, shall record an Overflight Agreement prior to issuance of a building permit for any new residential development, including new single-family dwellings, duplexes, multi-family dwellings and second dwelling units. Note: not all properties within an Airport Influence Area (AIA) are within an Airport Overflight Notification Area.The purpose of overflight compatibility policies is to help notify people about the presence of overflights near airports so that they can make more informed decisions regarding acquisition or lease of property in the affected areas. Overflight compatibility is particularly important with regard to residential land uses. Overflight policies do not restrict the use of the land.

Description: Published 05/16/2012, Revised (FLOODPLAI attributes added) 6/4/2012The Digital Flood Insurance Rate Map (DFIRM) Database depicts flood risk information and supporting data used to develop the risk data. The primary risk classifications used are the 1-percent-annual-chance flood event (1-percent-annual-chance equates to 100-year), the 0.2-percent-annual-chance flood event (0.2-percent-annual-chance equates to 500-year), and areas of minimal flood risk. The DFIRM Database is derived from Flood Insurance Studies (FISs), previously published Flood Insurance Rate Maps (FIRMs), flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by the Federal Emergency Management Agency (FEMA). The file is georeferenced to earth's surface using the UTM projection and coordinate system. The specifications for the horizontal control of DFIRM data files are consistent with those required for mapping at a scale of 1:12000. Regional trails, which span long linear distances crossing multiple communities and function as the backbone for community trails networks, are retained in the Public Facilities Element of the County General Plan. This General Plan (GP) element also contains a description of the County Trails Program and the countywide goals and policies that apply to all County trails. Community trails primarily serve local needs and are contained in the Community Trails Master Plan (CTMP) which is not included in the General Plan but will serve as an independent planning document and tool for implementing both community and regional trails.
