Description: This layer offers a list of Census Tracts that are identified as "Underserved Communities" per criteria provided by LUEG: Heathy Places Index (HPI) in the 3rd and 4th quartiles, CalEnviroscreen (CES) 2.0 percentile scores above 25%, San Diego LiveWell HC3 communities, and 17 Census Tracts identified as Environmental Justice Communties in the County of San Diego Environmental Justice General Plan Element. This layer should be used for departmental Community Needs Assessment by setting the following field attribute definition: ( Underserved_Community = 'YES' ).NOTE: This layer contains all Census Tracts within the enitrety of San Diego County; Please filter on ( Underserved_Community = 'YES' ) to display Underserved Communities as identified by the criteria noted above in this Description. This layer also contains other fields that correspond to various California State Senate & Assembly Bills (AB1550, SB535, SB244), and other versions of CES (3.0/4.0) that do not necessarily match the criteria used to identify Underserved Communities. These field attributes, however, are relevant for referential purposes to understand how to best identify, in more detail, service gaps of a particular Census Tract or Community overall.
