The County of San Diego (County) is updating the Housing Element for the 2021-2029 planning period (6th Housing Element Cycle), as required by State law. California Government Code (65580 - 65589.11) requires that the County update the Housing Element every eight years. These frequent updates are required because housing is critical to ensure economic prosperity and quality of life in our region. The 2021-2029 Housing Element will include housing-related goals, policies, and programs to address the existing and projected future housing needs of the unincorporated County.
The purpose of this layer is for planners, property owners and potential developers to be aware if a property or projects they own or are purchasing has been identified by the 2005, 2010, 2017, 2021 Housing Element as a site that is available for multi-family (15 dwelling units/acre and higher) under either the existing General Plan or General Plan Update. These sites have been identified, and a goal for 80% yield has been established. California Department of Housing and Community Development has found the County's Housing Element Update in compliance with state law. The Housing Element Update was adopted by the Board of Supervisors on April 24, 2013. With minor exceptions, changes were limited to the Background Report which has been updated with recent demographic data and analyses and which addresses the County’s ability to meet the State’s new Regional Housing Needs Assessment goals through the County’s Sites Inventory. On March 15, 2017 the County Board of Supervisors adopted the 2017 Housing Element Update (Fifth Revision) in compliance with State law.
On July 14, 2021, the County Board of Supervisors adopted the Housing, Safety, and Environmental Justice Elements.
