Service Description:

The 85th percentile is a 24-hour rainfall total. It represents a value such that 85% of the observed 24-hour rainfall totals will be less that that value.

These isolines were approximated by an empirical constant times the average annual rainfall. The average annual rainfall isolines were converted to a grid surface, multiplied by a factor of 0.09, and the new grid was exported to isolines. The resulting isoline layer is the existing 85th percentile isopluvial. TOPOGRID command to generate a grid surface from the 2yr 24hr contours from the NOAA rainfall atlas.
